http://mybroadband.co.za/vb/showthread.php?p=2958223 makes it obvious that RICA will have no effect on criminals, harm honest citizens, hassle police officers, and create a black market for stolen or registered SIMs.
As a sign of protest, this thread will attempt to keep you updated on how to be legally RICA compliant without compromising your identity, as well as pointing out legal loop holes in the ACT such as legally being able to register with the address of your nearest school or church as point of residence instead of your home address to avoid your home address leaking to marketers.

10. What stops Vodacom/MTN/Cellc from double capturing the details (when you register at a shop, they add it to their database as well as the secure national one) and use location data, personal details to target marketing to you?
